State addendum · first edition, October 2026 Ready
Employment Services in Minnesota
Minnesota's disability waivers already offer the package's journey as three services, Employment Exploration, Development and Support, with rates built person by person in the Disability Waiver Rate System.
Minnesota at a glance
| Agency for employment services | Department of Human Services (DHS), with county and tribal lead agencies |
|---|---|
| How employment is funded | DD, CADI, BI and CAC waivers (a merger into two waivers is delayed) |
| Vocational rehabilitation | DEED Vocational Rehabilitation Services; State Services for the Blind |
| Medicaid agency | Department of Human Services |
| Minimum wage | $11.41 statewide; $16.37 in Minneapolis and St. Paul (large employers) |
The three biggest differences
- Three services, one journey. Exploration, Development and Support line up with the package's Discovery, job finding and job keeping.
- One license, strict behavior rules. Every provider holds a 245D license; mechanical and chemical restraint are banned.
- VR partly closed. Since April 2025, vocational rehabilitation takes new applicants only in its first priority category.
