Employment Services in Michigan
Michigan runs I/DD services through its behavioral health system: regional health plans and county mental health boards set local rates, and a strong recipient rights system protects every person served.
Michigan at a glance
| Agency for employment services | MDHHS, through regional PIHPs and county Community Mental Health Services Programs |
|---|---|
| How employment is funded | Habilitation Supports Waiver and the behavioral health 1915(i), managed by the PIHPs |
| Vocational rehabilitation | Michigan Rehabilitation Services (LEO); Bureau of Services for Blind Persons |
| Medicaid agency | Michigan Department of Health and Human Services |
| Minimum wage | $13.73 (2026); $15.00 from 2027 |
The three biggest differences
- Local contracts, local rates. Providers contract with each PIHP or county board; there is no single statewide employment rate.
- Recipient rights. Every county board has a rights office, and staff are trained in recipient rights within 30 days of hire.
- Seven years of records. Michigan's record retention runs seven years, longer than the package's six.
