State addendum · first edition, October 2026 Ready
Employment Services in Kentucky
Kentucky's vocational rehabilitation agency closed every category in 2025, so the SCL and Michelle P. waivers carry most job seekers, through a phased path from job selection to long-term support.
Kentucky at a glance
| Agency for employment services | Department for Behavioral Health, Developmental and Intellectual Disabilities (DBHDID) |
|---|---|
| How employment is funded | Supports for Community Living Waiver; Michelle P. Waiver (fee-for-service) |
| Vocational rehabilitation | Office of Vocational Rehabilitation, Education and Labor Cabinet |
| Medicaid agency | Department for Medicaid Services (DMS) |
| Minimum wage | $7.25 |
The three biggest differences
- VR is closed; the waiver leads. All OVR categories closed in May 2025, with more than 5,600 people waiting.
- A phased waiver path. Job Selection, Job Development, Job Acquisition and Stabilization, then Long-Term Support, each with its own unit limit.
- Trained coaches. Kentucky expects employment specialists to complete UK's Supported Employment Training Project.
