State addendum · first edition, October 2026 Ready
Employment Services in Iowa
Iowa runs its intellectual disability waiver mostly through managed care, sets firm caps on supported employment, and requires job coaches to earn a credential.
Iowa at a glance
| Agency for employment services | Iowa Department of Health and Human Services (HHS), Iowa Medicaid |
|---|---|
| How employment is funded | HCBS Intellectual Disability Waiver (IA.0242), mostly through IA Health Link plans |
| Vocational rehabilitation | Iowa Vocational Rehabilitation Services; Iowa Department for the Blind |
| Medicaid agency | Iowa HHS |
| Minimum wage | $7.25 |
The three biggest differences
- Credentialed coaches. Individual supported employment staff need an ACRE or similar credential within 24 months; long-term coaches need a job coach certificate.
- Hard caps. Individual Supported Employment is capped at 60 hours a year, inside a monthly dollar cap for all supported employment.
- A system being rebuilt. Health homes have ended, six waivers are to merge into two, and the Medicaid billing rules were rewritten in July 2026.
