Hawaii's waiver already names Discovery, Job Development and Job Coaching as separate services. Vocational rehabilitation has been closed to new applicants since 2017, so the waiver usually carries the journey.

The three biggest differences

  1. The waiver speaks the package's language. Discovery and Career Planning, Job Development, Job Coaching and Benefits Counseling, billed in 15-minute units with Oahu and Big Island rates.
  2. New limits from July 2026. Discovery is capped at 12 months and Individual Employment Supports at 80 hours, each with an exception process.
  3. VR is closed, so the waiver leads. Every DVR priority category has been closed since 1 October 2017; eligible people wait on a deferred list.
