State addendum · first edition, October 2026 Ready
Employment Services in Arizona
Arizona has no 1915(c) waiver: developmental disability services run through a Section 1115 demonstration, and vocational rehabilitation pays first, through a broker.
Arizona at a glance
| Agency for employment services | Division of Developmental Disabilities (DDD), Department of Economic Security |
|---|---|
| How employment is funded | AHCCCS Section 1115 demonstration (ALTCS) |
| Vocational rehabilitation | Rehabilitation Services Administration (RSA), Vocational Rehabilitation |
| Medicaid agency | AHCCCS |
| Minimum wage | $15.15 (2026) |
The three biggest differences
- Managed care, not a waiver. DDD is both the state agency and the health plan; providers contract as Qualified Vendors.
- VR first, through a broker. Vocational rehabilitation is the primary payer and buys services through a managed service provider.
- One 15-minute unit. Every DDD employment service bills the same way, at urban, rural and Flagstaff rates.
