Employment Services in American Samoa
Most of the Maryland machinery has no equivalent in American Samoa. The addendum shows how the program runs on vocational rehabilitation and its own standards.

The three biggest differences
- No waiver, no Medicaid employment services. Vocational rehabilitation funds the program; the manual's own standards do the work state rules do elsewhere.
- SSDI only. SSI does not reach American Samoa, so the SSI work incentives fall away.
- Industry minimum wages. Federal law sets rates by industry, below $7.25, rising every three years.
